The daily operations of the Texas Gulf Coast Area Labor Federation are
managed by our full-time staff, led by our Executive Director.
Hany Khalil
Executive Director
Hany Khalil has served as Executive Director since 2016. In that role he has led the modernization of the labor council’s political program, local policy campaigns to raise workplace standards and grow the labor movement, the expansion of the council’s communications and mobilization capacity, and the growth of the council’s affiliated membership by one-third.
He is a member of the Houston Federation of Teachers.
Linda Morales
Organizing Director
Linda Morales brings a lifetime of experience in healthcare, state government and labor movement to the TGCALF. She is responsible for worker advocacy in TGCALF jurisdictions, including initiatives like Build Houston Better.
She is a member of the Office and Professional Employees International Union (OPEIU) Local 129 and the Labor Council for Latin American Advancement (LCLAA) Gulf Coast.
Jay Malone
Political and Communications Director
Jay Malone is an experienced communicator, political campaign professional and educator. He oversees the labor political endorsement process, designs and implements TGCALF member mobilization programs, manages TGCALF social media and press outreach, and oversees recruiting and marketing for the Apprenticeship Advantage program. Jay also oversees the Keep Harris Housed and state interference and serves as vice chair of the Texas Gulf AFL-CIO Working People PAC.
He is a member of the Office and Professional Employees International Union (OPEIU) Local 129.
Ana Cruz
Office Manager
Ana Cruz is responsible for overseeing TGCALF finances and managing our office, and she is the first person you’ll meet if you visit our office at 2506 Sutherland St.
She is a member of Office and Professional Employees International Union (OPEIU) Local 129 and the Labor Council for Latin American Advancement (LCLAA) Gulf Coast.
Jennifer Tijerina
Workforce Development Program Manager
Jennifer is responsible for overseeing our work supporting the expansion of union apprenticeships in the building trades, entertainment, transportation, and other industries.
She is a member of the American Federation of Teachers.
